Housing and Section 8 (2024)

Applicants for Miami-Dade County's subsidized rental housing programs are placed on a ranked waiting list compiled using a computerized random selectionsystem. There is a single online application available only during an open registration period determined by the agency for project-based units (Public Housing, Moderate Rehabilitation and Section 8 New Construction) and tenant-based units (Section 8 Housing Choice Voucher).

The waiting list is closed for registration.

    Waiting list ranking/position list number

    A computerized random selectionsystem, in which a computer randomly assigns waiting list rankings/position list numbers,takes placeafter the application period. Please note that it may take a few months after the application period is over for the ranking/position list numbers to be announced.

    Once you move to the top of the waiting list, you will be mailed an appointment letter to begin the eligibility verification process. Please be sure your current mailing address is on file, so the letter is sent to the correct location.

    To see your ranking/position list number, click on the link below of the corresponding waiting list (i.e., 2014 Moderate Rehabilitation, 2008 Waiting List) and search/find your web application confirmation number in theprovided (PDF) file. The waiting list includes the applicant's confirmation number, Entity-ID or Client-ID and theranking/position list number.

    Important Note: Your ranking/position listnumber never changes.

    Updating your waiting list registration

    • Please be sure your current address is on file. If your address has changed, complete and mail the Change of Address form or drop it off at the Applicant Leasing Center.
    • If your family size changes you will need to complete a Request to add-remove household members form to PHCD's Applicant Leasing Center.

    The addition or removal of family members may change your bedroom size, but your ranking will always remain the same.

    Changes in your income may affect your eligibility or rental payments, but not your ranking. Changes in income will be processed at the time of the eligibility interview.

  • Registration information will be updated here and published, at a minimum, in each of the following newspapers:

    • The Miami Herald, the largest paper of daily general circulation.
    • The Miami Times, the paper with the largest circulation among African-Americans.
    • Diario Las Americas, a Spanish publication.
    • Le Floridien
  • During open registration, applicants are screened at an interview and are required to provide documentation that will be used to determine eligibility.

    Public Housing is limited to low-income families and individuals. Some of the factors used in determining an applicant's eligibility include:

    • Annual gross income (low income is considered 80% of the median income for Miami-Dade County.);
    • Whether you qualify as elderly, a person with a disability, or as a family; and
    • Immigration status: At a minimum,.one household member must be either a U.S. citizen or have eligible immigration status.

    Additionally, in Miami-Dade County:

    • at least 40percent of new admissions must be extremely low-income (30% of area median income or below);
    • the remaining 60percent of new admissions can be up to the low-income level (80% of the area median income).

    Project-based Public Housing programs are not transferable from state to state.

    Eligibility Interview

    If your ranking number is selected from the waiting list you will be required to meet the eligibility requirements. Bring thedocumentationlisted below to the housing eligibility interview at the Applicant and Leasing Center. Your interview will determine whether you are eligible for housing assistance.

    • Picture ID, such as a driver’s license
    • Social security cards for all persons appearing on the application
    • Medicare and/or Medicaid cards
    • Proof of age and other documents related to family or household make-up including birth certificates, divorce and custody papers, citizenship, immigration papers, etc.
    • Proof of all income, including a letter from Social Security, Veteran’s Administration, pensions, employment, and child support payments. The verification of Social Security benefits must be requested prior to the applicant’s scheduled appointment.
    • Proof of assets such as bank accounts, life insurance policies, etc.
    • Your doctor’s name, address, and telephone number
    • Names, addresses, and phone numbers of at least two people to contact in case of emergency
    • Your last three landlords’ names, addresses, and telephone numbers and copies of your last three utility bills
    • Verification of child care expenses
    • Verification of full-time student status for dependents over 17 years of age and record of attendance for all school-age children
    • If the head of household or spouse is over 62 years old or over, or a person with disabilities, you may bring verification of medical expenses or anticipated expenses such as health insurance payments, on-going prescriptions, doctor’s visits, payback agreements on hospital bills, etc.

    If a household member with a disability needs reasonable accommodation a Reasonable Accommodation Request form can be submitted to PHCD. Additional documentation may be required to support the reasonable accommodation request(s).

    If accepted for a preliminary interview, you will be required to fill outthe Landlord Reference form
